you might just have a piece of crawdad or weeds blocking the flappers open. Glad you found it but what Jim says is true I went around and sealed mine plus cut down the overflow tube an inch or 2. Ensure the overflow tube unscrews so that the drain has no point of contact. I have a 2001 520 had the same problem the rubber valve broke off inside and got stuck in the system lost a lot of hair on this one pull the valve out then apart make sure all the rubber flappers are in the valve i think there three are 3 flappers if not it's stuck in the piping my flapper got stuck in the return tube back to the live well hope this helps. Dont forget the drain hoses to the side. I'm pretty sure you have to replace the whole valve.
